Although national health policy has provision to maintain a standard referral system, these facilities are often poorly utilized by the patients leading to overcrowding of the tertiary centers and unnecessary economic burden to care seekers. The lack of knowledge among the people about the existing referral system may a reason behind this underutilization of the system. Results of the study could be utilized for further policy making to improve referral facilities to minimize the over burden to the higher centers as well as the treatment cost of the patient.
